We think this could work as a license exception: importers hire an auditor, and the export proceeds without a case-by-case BIS review. This keeps trade flowing while adding meaningful enforcement.

1/ New IAPS policy memo from @theobearman. AI Distillation Attacks: The Case for Targeted Government Intervention. Theo examines how distillation attacks work, why there is a case for targeted government intervention and what that might look like. In February 2026, Anthropic, OpenAI, and Google each published evidence of systematic campaigns by Chinese AI companies to extract capabilities from American frontier models.

Our new report, "Highly Autonomous Cyber-Capable Agents," tries to answer this question and argues these systems could be technically feasible far sooner than most defenders are prepared for.
