Our organizations agree that there are 5 key policy changes that need to happen for comprehensive, durable reform. Changing just one of these will have negative consequences, like hurting access for low income students--we have to do them all.

And unlimited grad lending means there are no policy constraints on institutions raising prices to capture more taxpayer dollars. Sure enough, prices at master's programs are rising faster than bachelor's programs
