@LawrenceDovey @GillibrandPeter The way the Welsh Gov's financing works is it can only spend what it's given. There is (next to) ZERO scope for borrowing. Whenever the welsh government does manage to save some money aside for future investments, it's classed as overspend and taken back by England immediately.
