No I am not Albanian and it is very safe here. Many do speak English in the City, especially those under 30 oir so. But I would suggest learning a phrase or two of Albanian before coming. Yes it's safe here, safer than any City in the USA today I think, with zero blue hair, rainbows or ratchet street drama... none of that BS here.
