Today, I had the honour of officially launching a conference retreat bringing together Uganda’s innovators, thinkers, researchers and technology enthusiasts to champion the power of ideas and solutions that can transform our nation. Innovation is the engine that drives progress through Science, Technology and Innovation, we are creating pathways for young minds, entrepreneurs and researchers to turn creativity into practical solutions that address our challenges and contribute to Uganda’s socio-economic transformation. Our commitment remains to strengthen the innovation ecosystem, promote research and development, support homegrown solutions and build a future where Ugandan ideas compete on the global stage. Together, we are moving towards a knowledge-based economy powered by creativity, technology and innovation.

The Knowledge Economy is founded on a simple but powerful principle: people are a nation's greatest asset. When equipped with the right knowledge, tools, and mindset, they can transform everyday challenges into opportunities that create wealth, increase productivity, and improve livelihoods. Student leaders are therefore more than representatives of their institutions; they are multipliers of change. Through their influence, they can shape the aspirations, attitudes, and decision making of thousands of young people within their schools, communities, and beyond. Through BANSA, the Productivity Acceleration Bureau (PAB) is creating a strategic pathway to empower tertiary and university students across the Bukedi sub-region to become drivers of Uganda's Knowledge Economy. By exposing young people to innovative thinking and productivity centered solutions, they are being equipped to identify local challenges and convert them into sustainable economic opportunities. The impact extends far beyond Bukedi. Every student leader engaged today has the potential to influence hundreds more tomorrow, creating a nationwide network of informed, productive, and innovative young Ugandans. As these ideas spread from campuses to households, communities, and enterprises, Uganda moves closer to an economy where prosperity is no longer determined by access to natural resources alone, but by the ability of its people to generate, apply, and commercialize knowledge. This investment in student leadership is an investment in a future workforce that will drive enterprise development, create jobs, strengthen local economies, and accelerate Uganda's transition into a competitive, knowledge-based nation.

Last week, I received the instruments of Power as Minister of Energy and Minerals Development. I am excited to take on this role, building on the great work done by my predecessors. The work is emense and complex, but we are absolutely committed to giving the best service and results. As the sector leader, here is what you should expect from me.

This evening, Dr. Shamim Matovu of Dscover, alongside her team, facilitated a high-calibre team-building engagement with our Board, anchored in structured scenario simulations designed to stress-test judgment, cohesion, and decision architecture under uncertainty. The exercise exposed critical dynamics in leadership alignment, strategic responsiveness, and institutional coordination, offering a practical lens through which complex governance and innovation challenges must increasingly be navigated in a rapidly evolving science and technology ecosystem. Beyond simulation, the session served as a disciplined rehearsal of real-world exigencies confronting modern public institutions where speed, precision, and adaptive intelligence define effectiveness. It reaffirmed that institutional strength is not incidental but engineered through deliberate exposure to complexity, continuous learning, and collective refinement of thought and action.

E-Bus Express: Redefining the Future of Urban Mobility in Uganda! E-Bus Express is not merely introducing electric buses onto Uganda’s roads; it is redefining the future of urban mobility. At a time when cities across Africa are grappling with congestion, pollution, rising transport costs, and growing populations, Uganda is demonstrating that sustainable, efficient, and technologically advanced public transportation can be designed, manufactured, and deployed locally. The inauguration of the new Board of E-Bus Express under Kiira Motors Corporation (KMC) marks a significant milestone in this national journey. Selected on merit and entrusted with a transformative mandate, the Board assumes leadership at a critical moment when innovation, sustainability, and strategic governance are becoming indispensable drivers of modern transportation systems. Globally, transportation contributes nearly 24% of energy-related carbon dioxide emissions. Simultaneously, urban populations continue to expand, increasing pressure on public infrastructure and mobility networks. These realities demand smarter solutions. E-Bus Express answers this call through clean-energy public transport that enhances efficiency, reduces environmental impact, and improves the quality of urban life. Designed and manufactured through Uganda’s growing engineering and innovation capabilities, E-Bus Express buses accommodate up to 90 passengers and can travel approximately 300 kilometres on a single charge. Integrated digital systems, cashless payment solutions, improved passenger safety features, and lower operating costs position the service among the most progressive public transportation models on the continent. Beyond mobility, E-Bus Express represents the commercialization of Ugandan innovation. Through Kiira Motors Corporation, Uganda has established local vehicle manufacturing capabilities, including the Kiira Vehicle Plant in Jinja with an annual production capacity of 2,500 vehicles. National electric vehicle production capacity has expanded significantly in recent years, reflecting growing confidence in the country's science, technology, and innovation ecosystem. The ambition is equally compelling. Plans to deploy 1,500 electric buses supported by an extensive charging infrastructure across major urban centres have the potential to transform public transportation, stimulate industrial growth, create thousands of skilled jobs, and significantly reduce transport-related emissions. Such investments position Uganda not merely as a consumer of technology but as a producer of solutions capable of serving regional and continental markets. The credibility of this vision has already been demonstrated. In 2026, a Ugandan-manufactured electric bus successfully completed a 13,600-kilometre Trans-African expedition, showcasing the reliability, endurance, and competitiveness of locally developed technology. This achievement affirmed that African innovation can compete effectively on a global stage. Central to this transformation is the Buy Uganda, Build Uganda (BUBU) policy. Every locally manufactured bus strengthens domestic industries, supports Ugandan enterprises, creates employment opportunities, retains value within the national economy, and advances industrial self-reliance. Sustainable mobility must therefore be accompanied by sustainable economic empowerment. The inauguration of the new Board of E-Bus Express signals far more than a governance milestone. It reflects a shared commitment to advancing homegrown innovation, sustainable mobility, and national development. The minister for Science, Technology and Innovation had the distinct honor of inaugurating the Board of E-Express Bus, a strategic subsidiary of Kiira Motors Corporation established to advance Uganda’s e-mobility agenda and drive the commercialization of indigenous innovation. The Board’s mandate extends beyond oversight to encompass strategic leadership, the promotion of sound corporate governance, stewardship of sustainability initiatives, adoption of digital transformation and artificial intelligence, and the cultivation of partnerships that enable sustainable growth and long-term national value. Uganda’s Tenfold growth strategy will be significantly propelled by robust innovation ecosystems anchored not only in groundbreaking ideas, but in institutions that are well governed, accountable, and resilient in sustaining economic transformation.

This morning, I officially inaugurated the new Board of E-Bus Express under Kiira Motors Corporation (KMC) at Lake Victoria Serena Hotel. I emphasized innovation-led leadership, which will in turn revolutionize the transportation business in Uganda and Africa at large. This leadership is selected on merit to position cutting-edge strategic management toward advancing Uganda’s vision of an innovation-led, sustainable, and efficient mobility system. I congratulate you all.

Today, I had the privilege of inaugurating the Board of E-Express Bus, a strategic subsidiary of Kiira Motors established to accelerate Uganda's e-mobility journey and commercialize home-grown innovation. The Board's role goes beyond oversight. It is to provide strategic leadership, uphold strong corporate governance, champion sustainability, embrace digital transformation and AI, and unlock partnerships that drive growth and long-term value for Uganda. The future of Uganda's 10x growth strategy will be significantly supported by innovative ecosystems that not only depend on great ideas, but on institutions that are well governed, accountable, and built to sustain economic growth.

Today, I formally assume stewardship of Uganda’s Science, Technology and Innovation agenda. I extend my sincere appreciation to Hon. Dr. Monica Musenero for her distinguished service, visionary leadership, and the foundation she has helped establish. I take up this responsibility and mantle with humility, clarity of purpose, and an unwavering commitment to advancing scientific excellence, strengthening innovation ecosystems, and positioning technology as a catalyst for inclusive national transformation. As we enter the next phase of this journey, our focus must be on translating research into enterprise, knowledge into solutions, and innovation into measurable socio-economic value. Through strategic partnerships, evidence-based policy, and disciplined execution, we shall deepen Uganda’s capacity to compete, create, and prosper in the knowledge economy. The task before us is not merely to imagine the future, but to engineer it; boldly, responsibly, and for the benefit of every Ugandan.
