Today, I concluded my visit to the Engineering Development and Innovation Centre (EDiC), Rwebitete, Kiruhura, where I engaged scientists, engineers and innovators, reviewed strategic programmes, assesed and inspected the Centre's advanced machinery, manufacturing systems and operational processes across Smart Manufacturing Hub. What I witnessed reaffirmed that Uganda's industrial future will be secured not by imported solutions, but by engineering excellence, research commercialization and indigenous innovation that creates value for our people and competitiveness for our region. I encouraged our engineers, researchers, innovators and technology enthusiasts to serve with integrity, honesty, patriotism and an unwavering commitment to excellence, for scientific progress is ultimately a moral responsibility to society. As we strengthen Uganda's innovation ecosystem, we are equally advancing the East African Community's vision of regional industrialisation, technological self-reliance and shared prosperity through knowledge, production and homegrown solutions. #STIUganda @NsteiSep

Today, together with my STI Secretariat team, our Western Corridor strategic mission commenced at the Engineering Development and Innovation Centre (EDiC), Rwebitete, Kiruhura, a 45-acre Smart Manufacturing Centre advancing engineering excellence through precision manufacturing, bindustrial innovation, technology commercialization and skills development. We engaged the Centre's leadership and technical teams in a strategic review of institutional performance, research commercialization, innovation outcomes and the next phase of implementation. We subsequently inspected the Centre's advanced machinery, manufacturing systems and operational processes, assessing how its engineering capabilities in design, prototyping, fabrication and CNC machining are strengthening indigenous manufacturing, reducing import dependence and accelerating Uganda's science-led industrial transformation. This is how innovation is translated into productive capacity, economic resilience and sustainable national development. #STIUganda @NSTEISEP

From 14th–18th July 2026, I will undertake a technical mission across the Western Corridor/Uganda to assess the progress of our Science, Technology and Innovation institutions and strategic ventures. This is not a ceremonial tour; it is a rigorous evaluation of performance, infrastructure operationalisation, implementation capacity and the scientific readiness required to accelerate Uganda's innovation-led socio-economic transformation. I remain convinced that nations rise through ideas translated into industry, research transformed into enterprise, and innovation converted into national prosperity. TODAY AT NALI, KYANKWANZI: I gave a lecture to our Ugandan returnees from South Africa, dismantling the traps of xenophobia and internal division that continue to weaken Africa's collective strength. True Pan-Africanism is not merely political rhetoric; it is an economic imperative. Our continent possesses nearly 60% of the world's uncultivated arable land and about 30% of global mineral resources, yet contributes less than 3% of global wealth because we continue exporting raw materials while importing finished products. This model exports jobs, technology and value addition. We must reverse this trend through science, technology, innovation and industrialisation, transforming our youthful population from consumers into inventors, entrepreneurs, manufacturers and global producers. Africa's greatest resource is not beneath its soil but within the ingenuity of its people. Real nation-building demands technological sovereignty and the capacity to produce what our people need. Through the #BUBU (Build Uganda, Buy Uganda) strategy, I am championing digital transformation, local pharmaceutical manufacturing, research commercialisation and innovation-driven enterprises that retain wealth within our economy while creating jobs. Our returning Ugandans bring valuable skills and global experience that can accelerate Uganda's industrial transformation. Returning home is not a setback; it is a strategic opportunity to build a self-reliant, knowledge-based economy. My ministry remains committed to connecting these returnees with government programmes, financing opportunities and innovation ecosystems so their experience translates into productive investment and measurable national progress. #STI #PanAfricanism #BUBU

I am truly humbled by the love, appreciation, and confidence shown to Hon. Mercy Lakisa and me through the special dinner organised by our young people to congratulate us upon the trust bestowed upon us by His Excellency President Yoweri Kaguta Museveni following our recent appointments. I extend my heartfelt gratitude to every young person who contributed to making this occasion memorable. The beautiful portraits, thoughtful gifts, and heartfelt messages of encouragement are not only deeply appreciated but also remind us of the great responsibility we carry to serve our country with dedication, humility, and integrity. I thank His Excellency President Yoweri Kaguta Museveni for the confidence he has placed in me to serve as Minister for Science, Technology and Innovation in the Office of the President. I also congratulate Hon. Mercy Lakisa on her appointment as State Minister for Youth and Children Affairs. Together, we are committed to serving the people of Uganda with purpose and unwavering commitment. The NRM 2026–2031 Manifesto rightly recognises that Uganda's young people are the driving force behind our nation's transformation. Through deliberate investments in science, technology, innovation, digital transformation, skills development, entrepreneurship, industrialisation, and job creation, our youth will continue to be equipped with the opportunities they need to lead, innovate, and create wealth. Today, following my engagements at Microhaem Scientifics in Ntinda, where I witnessed the production of locally developed diagnostic test kits and interacted with scientists advancing Uganda's biomedical manufacturing capabilities, I proceeded to the Namanve Manufacturing Zone to inspect advanced pharmaceutical manufacturing equipment awaiting installation. Together, these engagements demonstrate the deliberate progression from scientific discovery to industrial-scale production. The transition from laboratories to manufacturing facilities is how nations build resilient health systems, strengthen technological sovereignty, and create globally competitive industries. By commercialising research and expanding domestic pharmaceutical manufacturing, Uganda is steadily reducing import dependence while creating high-value employment, strengthening industrial capacity, and enhancing economic competitiveness. This is the Uganda we are building—where science delivers practical solutions, innovation drives industrial transformation, and manufacturing creates national value. Today, I visited Microhaem Scientifics in Ntinda, where I witnessed compelling evidence that scientific excellence is no longer a distant aspiration but an emerging national capability. Through my interaction with the scientists, researchers and technical staff, I observed a culture of intellectual curiosity, teamwork and problem-solving that demonstrates how Uganda’s human capital can drive transformative innovation. The institution's investment in biomedical innovation, advanced diagnostics and research-driven manufacturing reflects the strategic direction required to strengthen Uganda's health security, industrial resilience and technological sovereignty. This is the calibre of innovation that transforms ideas into nationally productive assets. The future of prosperous nations is increasingly determined by their ability to convert knowledge into commercially viable technologies. Countries that consistently invest in scientific research, local manufacturing and innovation ecosystems achieve stronger productivity, greater economic resilience and higher-value exports. Our national development agenda will ultimately be measured not by the volume of policies we produce, but by the number of innovations we commercialise, industries we build and lives we improve through science. The dedication and expertise demonstrated by the Microhaem team reaffirm that empowering our scientists is central to building a competitive and knowledge-driven economy. I commend the scientists, researchers and technical teams whose work continues to redefine what is possible. Their commitment, creativity and pursuit of excellence represent the foundation upon which Uganda’s innovation ecosystem must be built. As Minister, I remain resolute in fostering an environment where innovation is protected, research is commercialised, and science becomes the foundation upon which Uganda's next chapter of industrial transformation and sustainable prosperity is built.

Yesterday's engagement with Principal Investigators and innovators under the Infrastructure Innovations Bureau reaffirmed my conviction that Uganda's transformation will not be engineered by ambition alone, but by converting research into deployable technologies, resilient infrastructure, competitive industries, and measurable national productivity. Our conversations reinforced a simple but profound truth: innovation only creates national value when it solves real problems, scales across sectors, and improves the lives of our people. A nation aspiring to build a US$500 billion economy by 2040 must treat science, technology and innovation as strategic economic capital, not peripheral expenditure. Every innovation commercialized, every patent protected, every prototype industrialized, every research partnership strengthened, and every technology transferred into production accelerates our journey towards higher productivity, import substitution, value addition, export competitiveness, quality jobs, and sustainable prosperity. The pathway to transformational growth is neither accidental nor rhetorical; it is deliberately built through knowledge, innovation, and disciplined execution. I remain committed to championing evidence-based collaboration that bridges academia, industry, government, and the private sector, ensuring that innovation moves beyond laboratories into factories, communities, markets, and national development programmes. Together, we must cultivate an ecosystem where ideas become enterprises, research becomes wealth, and science becomes the engine of Uganda's industrialization, global competitiveness, and enduring prosperity for present and future generations.

Today, I had the privilege of meeting Principal Investigators and innovators under the Infrastructure Innovations Bureau to discuss the progress of ongoing research and explore practical pathways for translating innovation into national development. Our conversation reaffirmed the critical role of science, technology, and innovation in delivering home-grown solutions to Uganda’s infrastructure challenges. As Government, we remain committed to creating an enabling environment where researchers, innovators, academia, industry, and the private sector work together to develop technologies that improve lives, strengthen productivity, and accelerate industrialization. Innovation must move beyond laboratories into communities, industries, and public service. Through stronger collaboration and strategic investment in research and development, we shall continue building a resilient, competitive, and self-reliant Uganda. I commend our Principal Investigators for their dedication and assure them of my unwavering support as we work together to realize H.E. President Yoweri Kaguta Museveni’s vision of a science-led, technology-driven, and innovation-powered economy.

Our engagement centered on the critical role of science, technology, and innovation in accelerating Uganda’s socio-economic transformation. We discussed strengthening collaboration between government, academia, and the private sector to promote research excellence, nurture innovation, commercialize locally developed technologies, and build a knowledge-driven economy capable of addressing our national development priorities. We also explored ways to empower young innovators, enhance research capacity, and ensure that scientific discoveries translate into practical solutions that improve livelihoods, create jobs, and contribute to sustainable national growth. As Minister in the Office of the President in Charge of Science, Technology and Innovation, I remain committed to fostering strategic partnerships that unlock Uganda’s immense scientific potential and position innovation as a key driver of inclusive and sustainable development. Together, we are shaping a future where Ugandan ideas, research, and technology become engines of prosperity for our nation.

Every meaningful innovation begins with someone asking, How can we make this better? Let us continue to encourage curiosity, reward creativity, and support those who dare to solve our nation's challenges. I am reminded of a young man from Amagara Leather Products who transforms animal hides and skins into high-quality, world-class products. I told the innovators that young people like him are challenging professors and PhD holders whose research often brings them prestige rather than solving people's problems. The Government of Uganda is supporting this young entrepreneur, who employs a number of his fellow young people to manufacture these products on an industrial scale. In the long run, this will contribute to Uganda's import substitution agenda. I encourage Ugandans to support businesses like Amagara Leather Products. By doing so, you are taking a bold step toward building our country through innovation, local manufacturing, and enterprise.
