The Iloilo City Council has passed the Right to Care ordinance, which allows residents to designate an individual of their choice as their lawful healthcare representative. "This representative, known as a Health Care Agent, will have the authority to make medical decisions on behalf of the cardholder in cases of incapacity or inability to communicate," the local government said in an update. The measure is meant for those living alone and the LGBTQIA+, who may be far from their immediate family members during medical emergencies.
