Would never happen nowadays. Almost every normal, every special, every super, has a purpose. Old FG design was much more relaxed, things just put into games because devs felt like it. A character was bad so that you could use a bad character as handicap against new players.

@maximilian_ I think nobody would make a move that is punishable on hit nowdays unless its something like a gimmick super that makes your opponent play a minigame or something like that and he gets a full combo if he wins
