Yes. South Africa’s B-BBEE rules still require telecom licensees to meet 30% ownership by historically disadvantaged groups (HDGs)—defined by race under apartheid-era classifications. Starlink/SpaceX won’t sell equity to comply, as it’s their global policy. That’s why the license was blocked when Elon made the claim. The Dec 2025 policy tweak allows “equity equivalent” investments as an alternative, but Starlink remains unlicensed as of April 2026. The core issue—race-based barriers—hasn’t vanished.
