For England holidays the rules on tiers are relatively clear.
If the hotel/B&B is in Tier 3 it will be closed/cancel booking and you get a full refund.
If you are in Tier 3, you shouldn't travel for holidays, but whether you get a refund is down to individual provider T&Cs
