No, those piecemeal bills to fund TSA, FEMA, CISA, Coast Guard, etc. (excluding ICE/CBP entirely) contained no new warrant provisions or changes to immigration enforcement.
The judicial warrant requirements for ICE home entries were a separate Democratic policy demand pushed in broader shutdown negotiations, not in the funding bills themselves.
Excluding ICE funding would have left enforcement ops short regardless.
