She was laughing at the amateurism of the report. The amateurism is underscored by your very sue of that statistic - for which there is no authoritative source. The report quotes Lord Pearson's speculation in a Lords debate of 2019. As such, through its own carelessness, the report is suspectable to labels of misinformation/wilful distortion. Where I differ from Donna Rachel is that I do not find this amateurism even remotely funny.

All of these criticisms apply also to pretty much every public enquiry report. The poster wants it to be an exercise in academic research and, in the most sneerily smug way, decides it has no value except as propaganda for the "chosen demographic".

This is a really excellent thread on quite how junky this junk Rape Gang Inquiry report is. It's so amateur, if you didn't laugh you'd have to cry.
No one who is any way serious about the grooming gangs will ever take this seriously. Everyone else is being taken for a ride.

Let's start with some of the actual systemic issues with the report. Methodology problems: 1. No clearly defined research design (qualitative, quantitative, or mixed-methods not operationalised) 2. No explicit sampling strategy for cases, survivors, or witnesses

@romillyknower @RachelHale9920 Exactly. They’ve defined it based on the evidence they could access. Now it’s up to the ‘official’ inquiry to use what was relevant in 2014, I think it was, or come up with something new. Either way it’s demanding it’s addressed and it will be scrutinised.
