16mph isn't speeding. It's a general tax on drivers, intended specifically to extract as much money as possible while frustrating ordinary people out of their cars entirely. It's no coincidence that this impossibly low speed limit materialized during a budget crisis. This is the action of a government that hates its constituents.

PRISCILLA'S LAW NOW! This is a woman that was hit by a biker that didn’t stop for a red light at 40th St & Queens Blvd. She was crossing from the Lowery St. Subway Station. The bicyclist was “filtering” through traffic that was stopped for the light. The NYPD Officer that was on scene let the bicyclist go, allegedly because he was a minor. She needed an ambulance, I’m guessing she got the bill for that ride. The Bicyclists need to be licensed and insured.
