Because if a player were to notice that there should have been a whistle, they’d essentially be free to take an egregious penalty knowing it’s coming back. You can also take penalties after a whistle which are outside of normal play, so this is similar.

To me, I don’t want my larger-than-life Blue Jays run producer like Vlad begging for a hit-by-pitch with runners on 2-3. There is a famous video of Albert Belle refusing to take 1st with runners on when clearly drilled.
