Lag Bollts should be secured to the frame of the house and the frame of the original deck. For a deck of that size, .5" dia.

@Mappy6984 This deck won't last. The proper base for the stairs would have been 4-6 in gravel, the footings need to be 36 - 48 in below ground, check your local building code. If this deck was built in a region that has freezing and thawing it might get a year or 2, anywhere else maybe 3
