Rechtlich gesehen gibt es die Wehrpflicht: Sie ist in Artikel 12a des Grundgesetzes festgeschrieben und wurde nie abgeschafft. Jeder deutsche Mann ist ab dem 18. Lebensjahr theoretisch wehrpflichtig. Praktisch gesehen ist sie ausgesetzt: Seit dem 1. Juli 2011 wird die Wehrpflicht in Friedenszeiten nicht mehr vollzogen (§ 2 Wehrpflichtgesetz). Das bedeutet, es findet kein erzwungener Grundwehrdienst und keine Pflicht statt.
