When European explorers first traveled Australia, they were astounded to discover that the aboriginals were so primitive they hadn't even invented bowls. They would just walk to a nearby stream and cup their hands in the water whenever they were thirsty. Large swathes of humanity should just be designated game reserves where they're not allowed to leave or access modern technology and people from the outside aren't allowed to interact with them beyond guided tours. It would be merciful for everyone.
