These findings tie into broader organised criminal networks. Many shops are linked to gangs profiting from the booming black market in banned disposables, illicit cigarettes and potentially drugs. The government's 2025 ban on disposable vapes was intended to curb youth addiction and reduce litter, but it has driven the trade underground. Criminal groups have adapted swiftly, turning these pop-up shops into lucrative operations that now carry an even darker risk, the risk of sexual exploitation. This is not an isolated issue, it's the same playbook with updated tactics. The same patterns that devastated communities in Rotherham, Rochdale and Telford, the targeted grooming of vulnerable girls, exploitation by organised groups and slow or hesitant official responses.
