2️⃣ Players’ “Victim” Narrative Discredited. Although players claimed they relied on intermediaries, hearings showed they paid contacts for documents, had no prior Malaysian roots, and signed citizenship forms falsely asserting 10 years of residence despite arriving only in 2025. The Committee found their account implausible and indicative of at least gross negligence.
3️⃣ FAM’s Involvement Established
Despite public distancing, FIFA uncovered coordinated conduct by FAM officials: identical cover letters, matching document templates, and synchronized submissions. A senior official effectively admitted wrongdoing before attempting to retract. The Committee found FAM’s explanations not credible and verification efforts nonexistent.
4️⃣ FIFA Jurisdiction Affirmed
By submitting forged documents in eligibility requests, players and FAM triggered Article 22 FDC, regardless of Malaysia’s citizenship decisions. FIFA does not recognise nationality obtained through fraud for competitive purposes.
5️⃣ Procedural Challenge Overruled
Arguments that a full panel—not a single judge—was required were rejected. Forgery cases fall within the single judge’s established authority.
6️⃣ Notification Objections Rejected
Delivery logs showed players were properly notified through clubs, agents, and email accounts previously used in FIFA correspondence.
9️⃣ False Residence Declarations
Every player signed sworn statements claiming ≥10 years of Malaysian residence, directly contradicted by entry dates in 2025. The Committee viewed this as strong evidence of intentional misrepresentation.
🔟 Ancestry Fabrication Designed for FIFA, Not Malaysia
Malaysian naturalisation files contained no ancestry materials. The forged certificates appeared only during FIFA’s eligibility review, indicating the heritage narrative was constructed solely to meet FIFA rules.
Bottom Line:
FIFA concluded the scheme was a deliberate, coordinated effort to manufacture Malaysian eligibility for foreign players. Fraud was proven “beyond doubt,” appeals were dismissed, and the case ranks among the most serious nationality-fraud scandals in FIFA’s history.
