I always argue that tax holidays should be well structured and supported by strong meaningful investments that unlock economic growth. Talking about the US for instance, when President Trump offered to accelerate permitting approvals for huge projects, accessing this support required an investment of $1Bn. This is not open to anyone. What amounts are companies offering to invest in Zambia in exchange for those tax holidays? Further, tax incentives (based on my experience working on many projects) are only awarded to companies that pledge to employ >80% locals, from within the State where that project is located. These labor requirements are heavily monitored, any -ve deviations can attract sanctions. How many jobs are these investors promising Zambians? I mean real jobs, not pedestrian jobs that disappear when projects are finished. Zambia should be more aggressive. Giving tax holidays for that long kills the economy. Remember, these same companies will also claim refunds from ZRA for bringing equipment into the Country! It’s a double win for them.
