This is an urgent societal need-so many people housed in substandard buildings, in terms of design, environment & construction.
Despite its successes SEPP 65 & design guidelines need to be substantially strengthened

Not at all.
But the two are not mutually exclusive.
Utzon not only a gentleman, but a genius, whose building takes my breath away every day.
But when he resigned he had a dozen or so designers working with him. He wanted personal control.
By end of it, they had 118 designers.

An elevated ‘High Line’ promenade linking the Botanical Gardens to The Rocks. The public square concept relies on moving the trams out and still won’t connect to the water due to the ferry wharves.
