The 16th Finance Commission recommended reducing the Centre’s fiscal deficit to 3.5% by 2030–31 and capping states’ deficits at 3% of GSDP. It projected combined Centre–State debt to fall from 77.3% of GDP in 2026–27 to 73.1% by 2030–31.
