Shams indicates Powell return to Miami is unlikely. He's looking for more than what Miami has to offer. If Wiggins opts in and Miami can't move off more money, any deal for Powell likely would need to start at 12-13 M. He obviously wants more.

The Pistons have interest in Norman Powell (per @JakeLFischer ) and have the cap space to bid more than what Miami can (if Wiggins stays) because the Heat has a $209 M hard cap. But there are plenty of other SG options, including Coby White, Simons, Grimes, Hardaway Jr., Duncan (if Pistons don't guarantee his deal). Again, it would be helpful if Wiggins opts out and does a 3 year deal starting at, say, 22 M, compared to one year, $30 M. The $22 M scenario would give Heat $27 million under hard cap to use on Powell or a free agent/free agents (plus minimums and 2nd rounder).
