The idea behind that comes from the steppe tradition: in case they are killed in a battle, and their heads are chopped off, they don’t want the hand of the enemy in their mouths to carry their heads. Hence, wearing such a haircut and an enemy can use the tail to carry their heads.

No idea why the Cossacks had a haircut like that but they for sure enjoyed tea.
