The hadiths are the words of men. Not the word of God that Islam follows. The hadiths are not the Quran and are not Islam. Muslims submit to the word of God, not the words of men. Some of those men weren't even Muslims, but were Arab Jews masquerading as Muslims. Have you read the Talmud? No, the Quran does not say women should be punished for not covering themselves. Quran 24:31 instructs believing women to "draw their veils over their bosoms" and guard modesty (no penalty stated). Quran 33:59 says to draw outer garments so they "are recognized and not harassed" (again, no punishment). Specific penalties for non-covering come from later interpretations or hadiths, not the Quran text itself.
