@PatRyanUC Empathetic as a resident. Local policy in Manhattan (UES) is also increasing traffic - alt parking, delivery zones, bike lanes, outdoor seating, dbl parking. Emergency services, residents, and commuters all suffer while restaurants/storefronts continue to sit vacant 👎🏽

This post is going to be long, so apologies in advance. But with congestion pricing back on the table, I feel the need (again!) to outline the real-world impacts this will have on the Hudson Valley families I represent:   TL;DR: Nothing has changed. Costs are still too high, there’s still no real plan to improve service in the Hudson Valley. My constituents are still facing an affordability crisis, and this makes it worse.  I totally hear people when they talk about the need to reduce traffic in Manhattan. And I agree. It’s a sensible goal, and I’m 100% here for the environmental benefits as well.  For residents of NYC, especially Manhattan, this plan might make sense. More funding for subway upgrades, less traffic, less pollution. Here’s the problem: this plan isn’t – and can’t be – just about NYC. I’ve said repeatedly that most of my constituents pay the MTA tax. And I’ve talked about how there’s still not a single MTA station in Ulster, there’s no one-seat service in Orange, and there’s limited service in Dutchess. I even held my own public hearing when the MTA refused to have one in the Hudson Valley so my constituents’ voices could be heard.  I tried to have an actual conversation about how to make this work by providing a constructive bridge between the extremes on either side of this argument – suggesting things like exceptions for public servants, commitments to invest in service improvements west of the Hudson, discounts for middle-class families and farmers, etc.   Unfortunately, none of that worked.   Instead, I still hear all the time – mostly from people who don’t actually live in the Hudson Valley – that my constituents should “just take public transit.” So I’m going to try something new today: describing a sample commute for someone from Orange County. Let’s say you’re an NYPD officer on the day-shift who lives in Greenville. You work out of the 19th Precinct, and your shift is from 6:30am to 6:30pm. This is a fairly normal set-up.  You have two options for getting to work on time.  The first is to leave your house around 4:45 a.m. and drive directly to the precinct for about an hour and a half.  You may have time to stop for a cup of coffee, depending on traffic. You’ll also have to pay the congestion tax, which can add up to thousands of dollars a year.  So our exemplary law enforcement officer decides they want to use public transit.  You know when they leave so they can get to work on time? 8:45pm the night before, to catch the 9:02pm train.  If the train is running on time (and that’s a big if), you will arrive in Hoboken, New Jersey, a little before midnight.  You will then need to transfer trains and ride another 15 minutes to 23rd Street, where you will transfer again to the F train before arriving to work six hours early for your shift after spending nearly 4 hours commuting.  Your commute and time waiting to start your shift are almost the equivalent of another shift, and this is all under the very unlikely assumption that everything is running on time and that you don't miss either of your two transfers.  When I say there’s no reliable alternative to driving into NYC, this is what I mean.  And this is why my position on congestion pricing hasn’t changed. You simply cannot put a tax on the backs of Hudson Valley families with zero plan to use the additional revenue to actually bolster service in the Hudson Valley.   Oh and by the way. That commute I laid out above? The trip home using public transit “options” doesn't get you home until 10:30 pm after your twelve-hour shift. That means you will miss the train back to the 19th precinct for the next day's shift.
