Well the question is about citizenship of the USA, not the north americas. Technically we were only a country since 1776. At that time, not all of the USA geography was part of the USA. So each incremental part of the acquisition should have addressed citizenship and natives were not granted citizenship (leading to the Trail of Tears, etc). So precedent does not say citizenship is a natural right. They were given citizenship under the Indian Citizenship Act.
