Make it so that only the bottom 3 teams are in the lottery and everyone else has flat odds. That way you have like max 6 tanking teams and half of them get fucked over.

The goal of tanking reform should not be to make it so the worst teams have less incentive to lose, it should be to make it so fewer teams have incentive to tank. Every time we flatten odds and increase number of teams who can get the number one pick, we make the problem worse.
