@David_Khait It would be a similar concept to lifeguard certification. The lifeguard organizations (e.g. the Red Cross, Star Guard, etc.) set the training criteria. They then will send auditors out to test the system and make sure the guards respond as they are trained. TSA can do the same.

So between that, classroom phones, and teacher cell phones, 911 can be contacted.
