Seven Steps to Total Control Over Elections: The Legacy Of Ella Pamfilova’s CEC Russia's Central Election Commission (#CEC) has been reappointed for a new five-year term. Electoral analyst Vadim Ternovoy analyzes the devastating legacy of the previous lineup (2021-2026) in this crucial piece originally published by the Atlas of Elections project. He’d outlines the 7 systematic shifts that transformed Russia's elections under Ella #Pamfilova into a black box of managed loyalty: 1️⃣ The right to stand for election has deteriorated 2️⃣ The scale of electoral fraud has increased significantly 3️⃣ Public oversight of election commissions has been restricted 4️⃣ The use of voting methods beyond public oversight has expanded 5️⃣ Campaigning has become more difficult 6️⃣ Fewer candidates are willing and able to participate in such elections 7️⃣ Election commissions have lost their autonomy Read the full analysis translated and republished on REM: 🔗 russian-election-monitor.org/russia-s-cec-r… Original article: 🔗 atlas.vyborov.org/articles/30/ch… #RussianElections #Pamfilova #CEC #ElectoralIntegrity

🤥 Putin to Pamfilova: “Competitive, democratic elections are three times more important for Russia” On April 1 (sic!), Vladimir Putin told members of Russia’s Central Election Commission of Russia late that “competitive, democratic elections” are indispensable for the country. 🗣️ “Competitive, democratic elections are a mandatory, irreplaceable, constitutional instrument for forming a strong and capable government. Under our current conditions, this is doubly, triply important. It is the foundation of people’s trust in the state, of citizens’ direct involvement in governing their country and forming institutions of power, and therefore trust in that power, political stability, and the continuity of sovereign development.” The remarks came just two days after Ella Pamfilova was reappointed without opposition or debate to a third term as chair of the CEC, a record in modern Russian history. Of the Commission’s 15 members, 12 retained their positions, underscoring the continuity of the body’s leadership. According to Pamfilova, 1,197 election commission members at various levels have gone to serve in the war in Ukraine, officially referred to by Russian authorities as the “special military operation,” and 109 have been killed. She also noted that Russia now has 1,092 named polling stations, dedicated to heroes of the World War II, while 94 polling stations have been named after participants in the current war. #RussianPolitics #Putin #RussianElections #CEC #Pamfilova Photo: Kommersant kremlin.ru/events/preside…

⚡️ Another ex-Golos co-chair labeled “foreign agent” Russia’s Ministry of Justice has added Andrei Buzin, former co-chair of @golosinfo, to the “foreign agents” register. Buzin is a candidate of physical-mathematical sciences and legal sciences, one of the founders of Golos, and a recognized expert in electoral analysis. He also contributed to drafting an alternative Electoral Code for Russia. Buzin served as co-chair of Golos (2013–2020) and later as a council member (2020–2023). From 2016 to 2019, he headed an expert advisory group under the chair of the Central Election Commission of Russia, and has been a member of election commissions at multiple levels. Buzin is the author of numerous works on electoral law, processes, and statistics: electoralpolitics.org/en/authors/Buz… Just last week, authorities also designated another former Golos co-chair, Roman Udot, as a “foreign agent.” #RussianElections #Golos #ForeignAgents #RussianPolitics #Repression

1.02 candidates per Duma seat: CPRF-style primaries The Communist Party of the Russia has invited voters to take part in selecting its candidates, but the process has turned out to be virtually uncontested. On April 15, #CPRF launched its “People’s Candidate” platform, presenting it as a tool for voter feedback and a way to shape its list of single-member district candidates ahead of the #StateDuma elections. The website features profiles of proposed candidates, and voters are asked to vote “for” or “against” their nomination, as well as leave policy requests and suggestions. There is also an option to “propose a candidate.” Across 225 single-member constituencies, the platform lists only 230 candidates, that is just 1.02 candidates per seat. At the moment, competition exists in only two constituencies: #Yakutia’s District No. 29, where incumbent Duma deputy Pyotr Ammosov faces Yakutsk city deputy Ayaan Vasilyev, and #Khakassia’s District No. 40, where there are four candidates. For a project framed as an internal democratic selection, the early results suggest a process that is almost entirely non-competitive. #Duma2026 #RussianElections #Primaries 2026.kprf.ru

CPRF Fields 35 Times Fewer War Veterans Than United Russia In sharp contrast to #UnitedRussia, whose #StateDuma primaries have attracted around 350 veterans of the war against Ukraine, the #CPRF has included just 11 war participants in its own primary project, “The People’s Candidate of the CPRF.” This figure was announced by First Deputy Chairman Yury Afonin. Voting on the People’s Candidate platform begins today, April 15, and will continue until June 1. Unlike a closed internal party vote, anyone can support a potential candidate on the electronic platform, not only party members. The results will then be reviewed by the personnel commission, the presidium, and the plenum of the CPRF Central Committee, with the final list of candidates for the State Duma elections to be approved at the party congress on June 20. #RussianPolitics #Duma2026 #RussianElections Source: Vedomosti

Fake Observation for Fake Elections. Now “International” The #Kremlin has launched what it calls the first "independent international association" for electoral monitoring. Formed at a conference in #Moscow with delegates from 60 countries, this body is designed to provide an alternative to Western observation standards, which Sergei #Lavrov and Ella #Pamfilova dismiss as "politicized." Non-Interference or Non-Observation? The association’s primary goal is to promote "respect for national sovereignty" and "non-interference." In practice, this means evaluating elections through the lens of "national interests" rather than universal democratic standards. Foreign Minister Lavrov welcomed it as a "depoliticized" counterweight to Western approaches, effectively a mechanism to validate the status quo under the guise of a "multipolar world." The Global South Strategy With participants from nations like #Madagascar, the association aims to build a network of "friendly" experts. CEC Chair Ella Pamfilova has already invited these new "independent" monitors to observe the upcoming State Duma elections. The message is clear: Russia is replacing established international watchdogs with a curated group of experts who prioritize "political traditions" over transparent procedures. This is the culmination of a long-term strategy to sideline the @osce_odihr and other rigorous monitors. By creating its own "international" NGO, the Kremlin secures a reliable source of positive quotes and legitimacy stamps for its 2026 #StateDuma campaign. Fake Observation for Fake Elections. United Russia Builds Fake “International Election Observers” to Fight “Electoral Neocolonialism” Russia’s ruling party United Russia is openly constructing an international system of loyal, fake election observers ahead of the 2026 State Duma elections — under the absurd banner of fighting so-called “electoral neocolonialism.” According to Andrey Klimov, a member of United Russia’s supreme council bureau, the party fears interference in Russian elections from “former colonial powers.” To counter this “threat,” United Russia is creating a network of “professional international observers” within its “decolonial” movement “For the Freedom of Nations!”. Klimov claims the goal is to ensure “transparency” — but without involving what he called “provocative structures”, including: @OSCE_ODIHR (dismissed as “unelected”), the @COE, described as hosting “shady brigades,” and other “murky organizations.” Instead, United Russia plans to rely on bilateral party-to-party agreements with friendly forces. One such deal, Klimov confirmed, is already being finalized with the Serbian People’s Party. More are expected as preparations for Duma-2026 continue. Surveillance Without Observation: The CEC’s Election Blackout The 🇷🇺 Central Election Commission has presented its video surveillance plan for the upcoming #StateDuma elections. The verdict is clear: cameras will be everywhere, but the public will see nothing. While 43,000 commissions will be "covered," the system is designed to isolate the process rather than secure it. The Illusion of Transparency: The live feed is restricted to officials and hand-picked "public chambers." Even in dedicated viewing centers, observers face absurd hurdles: "observation" stations with monitors but no keyboards or mice, making it impossible to switch feeds or review footage. In areas without internet, "video recorders" (a term not even found in election law) will be used with no clear mechanism for candidates to access the data. Paranoia as Policy: CEC Chair Ella #Pamfilova defended the public blackout by citing "national security" and the threat of "Western supercomputers" allegedly used by "enemies and relocants" to manipulate footage. She essentially equated the search for electoral violations with aiding the state's enemies. #RussianElections #CEC #Pamfilova #ElectionObservation

17% of United Russia’s Duma Primary Candidates Are War Veterans More than 2,100 people have entered United Russia’s primaries for the #StateDuma. According to party General Council Secretary Vladimir Yakushev, the applicant pool currently looks like this: 40% — non-party candidates 30% — representatives of small and medium-sized business 20% — public sector employees 20% — under 35 years old 17% — participants in the war against Ukraine That means roughly 350 applicants are “veterans” of the so-called special military operation. For context, the State Duma has 450 seats in total. At the same time, Kremlin-linked sources have suggested that the large number of war veterans entering the primaries may be more of a political smoke screen than a real shift, and that their final representation in the next Duma is likely to be much smaller (see repost 👇). Applications for the primaries remain open until the end of April. The voting itself will take place from May 25 to May 31 (online), while the final candidate list of the ruling party will be approved at its congress in the second half of June. #UnitedRussia #StateDuma #RussianElections #RussianPolitics #RussiaUkraineWar kommersant.ru/doc/8587440

Belgorod Governor Vanishes as Resignation Rumors Swirl Russia is awaiting the possible resignation of Vyacheslav Gladkov (photo 1), the governor of the frontline #Belgorod region bordering #Ukraine. Russian media first reported the expected resignation last week. Gladkov has led the region since 2020, and his current term expires in September this year. Amid the growing speculation, Gladkov has disappeared from the public eye. For the past two days, he has not recorded his usual morning video briefings on Telegram, while several of his subordinates are stepping down: both the regional minister for public communications and the housing and utilities minister have submitted their resignations. He may be replaced by 44-year-old Major General Alexander Shuvayev (photo 2), a participant in the war against Ukraine. A native of Belgorod region, Shuvayev serves as vice governor of Irkutsk region since January 2026. Prior to that, Shuvaev commanded the 1st Separate Guards Motorised Rifle Brigade of the 1st Donetsk Army Corps, part of the 8th Combined Arms Army of the Southern Military District. During the war, the Major General was awarded the titles of ‘Hero of Russia’ and ‘Hero of the LPR’, as well as three Orders of Courage and a number of other awards. In June 2025, Shuvaev joined the second cohort of the federal programme “Time of Heroes”, under which participants in the war in Ukraine were retrained as managers at various levels. Gladkov, meanwhile, is expected to move to Ministry of Economic Development of Russia as a deputy minister. #Belgorod #Governors #RussianPolitics #RussiaUkraineWar #Kremlin #RussianElections

📢 Kremlin Is No Longer Plans to Bring 100 War Veterans into the Next State Duma - new publication by REM The Kremlin no longer expects “at least 100” participants in the war in Ukraine to be elected to the #StateDuma following the 2026 elections. The reason is a preference for political controllability over a heroic background. Within the ruling party, participants of the “special military operation” (SMO) are increasingly viewed as “disposable deputies” who are useful in the short term and only in limited numbers. The outlet Verstka discussed election forecasts with its sources in regional and federal authorities. ❗️ Rassvet denied registration again — party launches Organizing Committee 3.0 Russia’s Ministry of Justice has for the second time refused to register the @Rassvet_party, the political project of unregistered presidential candidate @Duntsova2024. The formal reason cited was a missed deadline for submitting registration documents. Duntsova said the only reason for the alleged delay was technical failures in the state e-government portal Gosuslugi: 📢 “It took us more than four days of continuous uploading of party documents. First, the files were incompatible with a specific browser, and then they exceeded the upload limits of Gosuslugi.” For Duntsova and the party, the decision was not unexpected. She said that the party’s regional branches will continue operating, while party representatives stated that the formal refusal will be challenged in court in the coming days. At the same time, a new organizing committee has already been created, effectively launching Rassvet 3.0. #Russia #Duntsova #Dawn #Politics #Opposition #Elections

💪 Budapest chants “Ruszkik haza!” — “Russians go home!” A fascinating and very long first-person thread on the Hungarian elections has been published by our Russian colleague, professional election observer and electoral expert Ivan Shukshin — 63 posts in total. Two main takeaways according to REM: 1. It is the victory of honest elections over Putin’s darkness, of life over death. 2. Once again in history, Hungarians are proudly chanting “Ruszkik haza!” — “Russians go home!” The slogan carries deep historical resonance in Hungary, recalling the anti-Soviet uprising of Hungarian Revolution of 1956 and symbolizing rejection of Russian political influence. #Hungary #Elections #Budapest #Russia #Politics #Democracy

"Everything Is Not So Clear-Cut"? 3 in 4 Russians support the war, but nearly 2 in 3 want peace talks New polling from @Levada_ru once again shows how contradictory public opinion in 🇷🇺 remains. According to the latest survey, around two-thirds of respondents (64%) say it is time to move to peace negotiations (blue line of the graph 👇), while about one quarter (24%) support continuing military operations (red line on the graph). Those favoring negotiations most often explain their position by saying that “too many people are dying,” “everyone wants peace,” and “the fighting has dragged on for too long.” Those supporting continued military action say that “it must be seen through to the end,” “peace talks are pointless,” and that it is necessary to “eradicate fascism.” At the same time, support for "the actions of the Russian armed forces in Ukraine" remains high and largely unchanged, standing at 72% in March 2026: • 40% definitely support • 32% rather support • 17% do not support This apparent contradiction — supporting both the war and negotiations — has become one of the defining features of Russian public opinion: many respondents want the war to end, but not necessarily through concessions. levada.ru/2026/04/02/kon… #RussianPolitics #PublicOpinion #Levada #RussiaUkraineWar

Not a single internet freedom protest rally planned for April 12 was approved in any of the dozens of cities across multiple Russian regions where notifications had been filed. The most common reason given by local authorities was, once again, COVID restrictions. Former presidential candidate Boris #Nadezhdin responded by calling on supporters to join online protests at exactly 12:12 on April 12. He urged people to “come out” online with placards against internet blocking and against the continued ban on rallies under the pretext of COVID (pictured). The move comes after authorities had previously rejected all rallies planned for March 29, making the April 12 wave another attempt by opposition groups to protest Russia’s growing internet restrictions. t.me/BorisNadezhdin… #RussianPolitics #InternetFreedom #Protest #Censorship #DigitalAuthoritarianism

Russia’s opposition sets April 12 protests for a free internet in 30 cities across the country New rallies in defense of a free internet are planned across 🇷🇺 for April 12 — the Cosmonautics Day, which this year also falls on Orthodox Easter Sunday. Activists from a wide range of political groups are using the symbolic date — on 12 April 1961, Soviet cosmonaut Yuri Gagarin made the first space flight in human history — as a pretext for organizing both holiday-themed and protest actions against internet censorship. Not a single protest previously planned for March 29 was approved by the authorities. This time, notifications for rallies have reportedly been filed in more than 30 cities across 12 Russian regions. The organizers go well beyond supporters of former presidential hopefuls Boris Nadezhdin and Yekaterina Duntsova. Those involved include activists from the Candidates’ Headquarters, @Rassvet_party, Civic Initiative, the Democratic Party of Russia, the Libertarian Party of Russia, and other organizations. In his Telegram channel, #Nadezhdin wrote: 📢 “I hope that this time city authorities will let common sense and conscience prevail — and avoid the absurd reference to supposedly raging Covid. Or will they ban Easter processions because of Covid as well?” #RussianPolitics #InternetFreedom #Protests #Telegram #DigitalAuthoritarianism t.me/BorisNadezhdin…

Ilya Yashin’s new political party may be called “Peaceful Russia” This was mentioned by politician @Maxim_Reznik, one of the co-organizers of the project. Reznik and @IlyaYashin are currently the only two publicly known members of the 35-person organizing committee. The remaining participants are, for now, involved anonymously. The party’s founding congress is scheduled for this summer. At the same time, the organization has not yet published its political program, disclosed the names of its delegates, or clarified how it will be financed. According to earlier statements, one of the party’s goals will be to represent the interests of Russians within European political institutions. From Reznik’s comments, it also appears that one of the key points of the future platform will be the return of Crimea to Ukraine. #RussianPolitics #Opposition #Crimea t.me/sotaproject/11…

In a statement published on his social media, Yashin said: 🗣️ “Putin has been in power for a quarter of a century. He has dragged Russia into a major war, ruined our economy, and is banning virtually everything. We must not just observe and comment on what is happening — we must fight for power in our country. That is why today I am announcing the creation of a political party that will challenge him. We will transform activist groups into a fully-fledged party structure. We will offer society a program of political change. We will ensure Russians have systemic representation in European institutions.” According to Yashin, the organizing committee of the new party has already begun its work, with a founding congress planned for the summer. #RussianPolitics #Yashin #Opposition #RussianElections

❗️ Cannibal sentences: 6 to 12 years for Vesna youth activists In one of the harshest sentences yet against Russia’s anti-war youth opposition, members of the @vesna_democrat movement have been handed prison terms ranging from 6 to 12 years. The case was opened over anti-war posts published on the movement’s social media accounts. In May 2022, Vesna called on people to join the Immortal Regiment march on May 9 carrying anti-war posters. In autumn 2022, the movement also urged people to join protests against mobilization. Within weeks, the authorities designated Vesna a “foreign agent,” and on December 6, 2022, it was declared an “extremist organization.” On April 8, 2025, a court in Saint Petersburg sentenced the defendants as follows: Anna Arkhipova — 12 years Yan Ksenzhepolsky — 11 years Vasily Neustroev — 10 years Pavel Sinelnikov — 7 years and 6 months Yevgeny Zateev — 6 years and 2 months Valentin Khoroshenin — 6 years and 2 months Khoroshenin was the only defendant to plead guilty and reportedly gave detailed testimony against the others. REM publishes a translation - russian-election-monitor.org/kremlin-scales… of the original article (in Russian): verstka.media/partiya-uslovn… #RussianPolitics #Duma2026 #RussiaUkraineWar

Russia’s Supreme Court has declared “Memorial movement” an extremist organization, granting a lawsuit filed by the Ministry of Justice. The ruling targets the so-called “international public movement Memorial” — a structure that, as Memorial itself stresses, does not exist as a single legal entity. Instead, @EnMemorial has long consisted of dozens of separate organizations and initiatives, many of them legally independent from one another. This follows a years-long crackdown: 🔴 in 2021, Russia’s courts liquidated the legal entities of International Memorial and the Memorial Human Rights Center 🔴 in February 2026, the international association was labeled “undesirable” 🔴 now, the Supreme Court has gone further by applying the extremist label, effectively criminalizing support, donations, and even the sharing of Memorial’s materials inside Russia Memorial said the decision marks “a new stage of political pressure on Russian civil society” and announced the suspension of all activity inside Russia (read the full statement by the Board of International Memorial Association in repost 👇). The legal logic closely mirrors the earlier designation of the so-called “international LGBT movement” — another entity with no formal legal existence, which has nevertheless been used by Russian courts as a basis for prosecutions. This means that current and former activists, volunteers, and anyone associated with projects under the Memorial name may now face criminal risk in Russia, even if the exact “organization” named by the court is essentially fictional. The move has drawn international condemnation, including from the Norwegian Nobel Committee, as Memorial was a co-recipient of the 2022 Nobel Peace Prize. #RussianPolitics #Memorial #HumanRights #Repression
