India's TFR is declining at alarming low levels now. With free ration and freebies Poors will still produce more children because children are their hope, they think that more children they have more hands they have to earn money and even if one of them do something great in life, they can come out of poverty. Rich people will still produce more children because they can afford and also need more hands from their bloodline to handle their generational business. It's the big middle class who have stopped producing children. They don't get freebies, they can't send their children to Govt schools and govt hospitals in such a terrible condition. The cost of rising a child in decent environment is such that you can't afford more than one.
