@stephenjones9 You can place the ball once, that's the point. So yes, he can reach out and place it, but only once. If you apply the law, his one (and the only one allowed) placement of the ball, was short. Anything else is a double movement.
Why do people keep claiming double movement. If you ground the ball short you can then extend send and ground it over the line as long as you don’t crawl .
@AndrewBrownhil@RassieRugby Do you not understand what "fully bound" means in the lawbook? In your own clip, that you just posted, you can see 16 blue is not fully bound BEFORE Eben even comes around - therefore obstruction, therefore SA penalty. It's the most basic thing to ref in a maul.
