Appreciate the outcry and interest in the Clean Truck rules that Oregon DEQ has adopted. In short, these rules will not allow new Class 2b-8 diesel equipment to be sold in Oregon without a percentage of EV's to be sold. And it begins in January 2025 - yep, right around the corner. See posts below for more info. Some questions I've received: What law or bill was this? It wasn't a bill. And it wasn't anything Oregonians voted on. The DEQ "adopted" these rules. Just like that. Unelected bureaucrats doing this. Very hard to stop. How do we stop this? @GovTinaKotek can delay these rules easily - she's already done it with "Clean Fleet" and "NOx" which are the other 2 parts to the CARB rules that were adopted in November of 2021. Why haven't we heard about this? Honestly, most industries, especially the RV and heavy duty pickup industry, thought this was so crazy and unattainable, that there would be given an exemption, or that there would be a delay. So this is catching people by surprise. Industry organizations have been fighting this for years. Can we purchase new diesel vehicles from other states? I think so... I don't have a definitive answer, but I believe the answer is yes. Which then begs the question - what's the point? Well, I'm not sure. The only thing that would happen in this situation is that Oregon dealerships will go out of business and all that money spent and jobs will go out of state. Crazy? Ya, it is. Does this include Emergency Vehicles and buses? I don't know why it wouldn't. Those are class 4 or 5 maybe? So yes, they will be included. Can't imagine local governments, schools, fire departments and law enforcement will be very excited... Will there be exemptions? My legislative office reached out to Legislative Counsel to get an answer on this. From what I understand, the EPA ruled that states can either adopt CARB (California's rules), or they can adopt EPA's standards - but if they adopt CARB, they can't be modified. So I believe there can't be exemptions - but I'm sure that legal reading will be tested. What other states is this happening to? Any other states that have adopted CARB's "Clean Truck" rules. I know of Colorado, New York, New Jersey, Massachusetts, and Washington. There could be more that I'm not sure about. #orleg #orpol #CARB #cleantruck @TransportTopics @CampingWorld @OverdriveUpdate

Since this post is getting shared, more information: In November 2021, Oregon’s Environmental Quality Commission adopted the Clean Truck Rules, following the footsteps of California’s rules that limit the kinds of vehicles Oregonians can purchase. The rules requires medium- and heavy-duty vehicle manufacturers to sell zero-emission vehicles as a certain percentage of new vehicle sales, beginning with the 2025 model year. Manufacturers must increase their zero-emission new truck sales in Oregon year-over year based on the truck’s size, starting at 8,500 lbs. gross vehicle weight rating (GVWR). Also described as Class 2b-8. Note graphs. In layman's terms - between 7-11% of all new diesel vehicle sales (think your F-250 and F-350, RV's and semi trucks) beginning in January 2025 - yep, right around the corner, need to be EV. One, the technology doesn't exist, and two, infrastructure isn't built, three, the general public doesn't want these, and four, if/when they do exist they are very expensive. What's being done? Manufacturers and industry organizations across multiple states (Oregon, New Jersey, New York, Massachusetts, Colorado, Washington, maybe more?) are trying to figure out how to get these rules delayed including trying to work with @GovTinaKotek and the other state Governor's to get them to understand these rules simply aren't attainable or reasonable. 1. Show up. Everywhere. My most substantial gains from two years ago were in deep red, rural towns that, while I didn't win (and no Dem has a chance in hell of winning), I significantly reduced the margin of loss. I brought back enormous resources to communities that are not used to Dems even showing up never mind doing anything for them.

Dear Oregon, I’m really disappointed to have lost the race because I know that I could have helped. I have been overwhelmingly blessed with an ocean of support from across the state. A lot of people were generous with their time and money, and I carry the weight of their disappointment as well. I genuinely believed that I could bring positive change as Attorney General and that I was more qualified than my opponent. Nonetheless, I also believe in democracy, where the people ultimately decide. And, the majority of Oregonians trust Dan Rayfield to do the job.   Under the cloud of natural disappointment, I am finding a lot of reasons to be thankful. I got the opportunity to work with a really talented team that believed in me and what I was trying to do. I got to meet incredible people all over our state and see cities and towns I did not know existed. I was privileged to work closely with my mother, Annette Lathrop, for the first time in my adult life. And, surprisingly, the stress and chaotic nature of campaigning brought me closer together with my wife and son.  In elections, there are no moral victories – you either win and get the job, or lose and get nothing. However, it would feel neglectful if I didn’t acknowledge a few notable team accomplishments. We were able to raise more money than any Republican down ballot candidate in history, and we also set the record for money raised in an Attorney General race (and my money came from Oregon). We received around 80 law enforcement endorsements, the support of crime victims, businesses, and agriculture. We visited all 36 counties – we won all but nine of them. Our statewide grassroots campaign with postcards, social media, texts and email blasts, roundtables, meet and greets, neighborhood associations, and phone banking was strong, innovative, and well received. Our communications program was excellent. Finally, we garnered just under 47% of the vote, which has only been done a few times by a Republican in a statewide campaign in the last 15 years. By the time all votes are counted, I will have earned more votes than any other Republican in Oregon’s history. In my original mission statement, written more than a year ago, I expressed my commitment to hold to what is true, to dedicate this campaign to acknowledging and protecting victims of crime, and to work toward unity across party lines. Those desires never changed. It is in that spirit that I offer my full support to Dan Rayfield who will be our next Attorney General. In the strategic and ideological warfare of political campaigns, it is commonplace to dehumanize the opponent – to magnify their flaws and failures, and minimize their giftings and accomplishments. This race was no different. Now that I am on the other side and the cannon smoke has cleared, I want to acknowledge that Dan is an accomplished lawyer and legislator. He has been polite and affable to me from the beginning. I am convinced that he wants to do his part to protect the state from drug trafficking and online exploitation of children. I offer him my prayers and I wish him great success. I will conclude by remarking that many times throughout the course of the campaign I said to myself “who am I that these people would so earnestly welcome and support me? Who am I that God would call me for a journey such as this?” I really hate losing and I really hate letting people down. However, I have been loved and supported throughout this campaign more than a ‘nobody from nowhere’ like me could dream to deserve. I don’t know what is next for me and my family, but I will be praying for the next opportunity to serve. I am grateful, forever grateful. Will Lathrop
