Raila Odinga was a true champion of democracy. A child of independence, he endured decades of struggle and sacrifice for the broader cause of freedom and self-governance in Kenya. Time and again, I personally saw him put the interests of his country ahead of his own ambitions. Like few other leaders anywhere, he was willing to choose the path of peaceful reconciliation without compromising his core values. Through his life, Raila Odinga set an example not just for Kenyans, but across Africa and around the world. I know he will be missed. Michelle and I send our deepest condolences to his family and to the people of Kenya.

President William Ruto has this morning signed the Supplementary Appropriations II 2024/25 into law.
What are seeing here?
· Recurrent spending increases by Kes 138.87 billion
· Development spending decreases by Kes 25.0 billion
· Total national government ministerial expenditure increases by Kes 113.87 billion
· Judiciary budget increases by Kes 470.0 million
Overall changes to the 2024/25 budget:
· Budget net redemptions stands at Kes 3.991 trillion (in essence, we pretty much are back to where we were in the initial 2024/25 budget...did we really need Supp. I?)
· Fiscal deficit widens to Kes 875.54 billion (the tabled Supp. II had put this at Kes 862.47 billion)
· Fiscal deficit as a % of GDP 5.02% (the tabled Supp. II budget had put this at 4.97% of GDP)
· There was a deal with the IMF that the fiscal deficit would not exceed 4.3% of GDP in 2024/25 (earlier ceiling was actually 4.0%, then Finance Bill 2024 collapsed)...but why would we care now? We've pulled the plug on the 9th Review

My heart goes out to all workers and beneficiaries of USAID. This is heartbreaking and has been said, it could mean loss of life, quite literally.
USAID's PEPFAR program has been supporting HIV pandemic control in over 50 countries and is credited with saving over 25 million lives in the last 20 years. South Africa alone has about 8 million living with HIV and has been heavily funded for antiretroviral therapy. Yes, Kenya's gains against HIV prevalence has USAID to thank.
This shutdown could mean drug supply interruptions, viral rebounds, drug resistance, and death.
USAID also supports TB diagnosis, treatment programs, and malaria control efforts from Nigeria to Uganda.
Let's not even get started on maternal healthcare.
African countries must intervene through their national budgets. Otherwise, the gains made will be dramatically reversed.
