Based on the law, what you said is true.
There is something called the fabric of society and a society that would let that happen in a choice of free will is evil. But no, the government should not create laws to ensure these "human rights".
That was a pathetic attempt at stating that if something isn't a "human right" it gives full ethical permission to an evil behavior.

In case you were wondering why Tesla self-driving is so dangerous, this guy is a senior member of the team developing it.
He claims he has no idea how to handle approaching a road that's completely obfuscated by smoke.
Hint: the answer is to slow down and proceed with caution, which this Tesla didn't.
