@Hbondurants @ImKayaaa thats a lie, he did think it was too low, when he saw his bounty being 100 million, I remember it was implied in the scene where Blackbeard found the poster where Luffy had 100 mil, I can't remember what he said, but it implied he knew 30 mil was low for luffy
