I mean you don’t know if they would or would not have conquered it regardless. They showed that the people that they already conquered were revolting. Who knows what would happen. All we know for a fact is that the filter system kept the strongest alive, and no traitors showed up until Nolan. I say that worked. I think the virus is what actually decimated them the most.
