Much of the semiconductor export control conversation focuses on the U.S. pressuring allies to fall in line. But the Dutch have their own compelling reasons to tighten controls on ASML equipment — independent of Washington. New piece for @AIPB_org 🧵
AI Policy Bulletin@AIPB_org

Dutch Export Controls Don’t Go Far Enough on China The Netherlands can do more to prevent ASML technology from undermining its own national security, writes @michellesnie @CNASdc

What should "middle powers" do to secure a place in the AI future? Depends on the country. For Australia, I argue that becoming a data center superpower is the best way forward. 1/8

✍️ NEW PAPER ✍️ The Pentagon’s AI Acceleration Strategy, released in January, targets an “AI-first” warfighting force, accepting that “the risks of not moving fast enough outweigh the risks of imperfect alignment.” The urgency is right. But I worry this elides how quickly alignment could become a central bottleneck on realizing AI’s potential in the national security enterprise. New paper from me (w/ Jay Kim and Ethan Chiu) on this challenge and what to do about it 🧵👇

The Trump admin's proposal is inseparable from the debate over whether Washington should preempt expanding state-level AI regulations. But the admin and industry recognize that you can't preempt something with nothing, especially with rising public concern about AI.

In my latest with @lawfare, I detail the recent discovery of an unauthorized biolab in Las Vegas. The owner of the lab—Zhu Jia Bei—was arrested and indicted for his involvement with a similar unauthorized biolab in Reedley, California in 2023. lawfaremedia.org/article/two-il…

Joined @politico to discuss the geopolitics of 6G. Explained the self-reinforcing dynamic b/n standards & diffusion we learned from 5G. Setting standards enables diffusion, creating leverage over third markets, which in turn can strengthen your hand in standard-setting bodies.

Enjoyed chatting with @Jonathan1Gibson about the US' new Tech Corps Forward deployed engineering capacity is a major gap for American AI exports While I question its placement under the Peace Corps, this is an important step for broadening global access to transformative AI

AI-enabled cyberattacks are already here. In Nov 2025, Chinese actors jailbroke Claude Code to attack 30 companies & agencies in the first documented large-scale cyberattack with minimal human involvement. But of even greater concern are the AI-cyberattacks we don't see.🧵 1/8

Enjoyed @Gracemzshao's on why China's top models keep "catching up": DeepSeek supplies a frontier-ish base model via open release, and every other lab then closes the remaining gap through post-training Recent OpenRouter data on CN models makes the argument even more compelling

The rule allowing H200 exports is out! Here’s what you should know:🧵(1/6) Exports are capped at 50% of the amount of *that chip* sold for use in America Technically, this applies to the whole shaded area below

Trump is implementing his promise to sell H200 AI chips to China in exchange for 25% of revenue. Two policies make this work: a BIS export rule + a 25% import tariff. 🧵1/10

New piece from me in @notusperspect about an under-the-radar bill in Congress with potential for outsized impact: the CREATE AI Act. It's no silver bullet but would help level the playing field and boost innovation in an emerging world of AI haves and have nots.
