The emperor was barely alive and while being placed he uttered either "Now" or "No". Rogal Dorn cannot remember which was it.

Heretics are laughing about how bad Big E looks. But I think you're all missing a huge (tiny) detail. He has skin again. He's always been just a skeleton. The Emperor has skin again and his eye moved... This is a massive thing to lore in just 1-2 seconds.
