At roughly 100,000 employees, that's up to 2,000 jobs a year, forever, at Europe's largest software company. The swap has been running since 2024, when SAP restructured 8,000 roles through buyouts and retraining to make room for AI specialists. Headcount stayed flat on paper while the people underneath it changed. Why squeeze this hard? The stock. SAP posted its worst one-day drop since 2020 in January after weak cloud guidance, and it has given back its crown as Europe's most valuable company. Investors think AI startups could eat enterprise software before SAP finishes rebuilding around AI. Management's answer is to starve every corner of the company that isn't AI. So what happens to everyone who doesn't work on AI? Nothing dramatic. No pink slips, no severance headlines. Their teams stop backfilling, stop traveling, stop growing, and shrink a little every year by design. SAP has ~15–17% of its workforce in the U.S. across 37 sites. They’re the #1 H-1B sponsor in Delaware County, PA, where their U.S. headquarters is located. A hiring freeze is a layoff with no announcement and no number for a headline. The jobs just stop existing. Watch the freezes, not just the cuts.
