Having dealt with Congress while working in the Trump 45 White House, I can tell you that no one is more addicted to failure theater than Senate Republicans. Putting the SAVE America Act on the Senate floor without using the talking filibuster is yet another instance of that. The goal here shouldn't be to generate a headline of where Senators stand on the bill. We know every Democrat is going to vote against it despite 80% of Americans supporting voter ID. It should be to get it to President Trump's desk-- by any means necessary.
