Some important amendments were made to the original draft—changes we proposed and supported—including keeping the requirement for Attorney General approval of hate crime charges and retaining the Supreme Court’s narrower definition of “hatred.” Still, the overall trend of this government is to exert increasing control over the feelings, beliefs and expression of Canadians.
