The project was never completed, and Holmes used the grant money to pay credit card bills. In a separate case, Steven Taylor, a Brentwood property flipper, is accused of defrauding a lender by claiming he would renovate a Cheviot Hills senior housing complex for himself when he had already agreed to sell it to a homeless housing developer.
