This is a political trick of identifying a nebulous problem (mid major scheduling) then pushing a solution that doesn’t directly address it while ignoring other, less disruptive, ways that would.
If they had a good reason to expand they’d say it.

@LukeEasterling Why are the Browns proposing a rule that a team could trade picks 5 years out? Years ago, The NBA actually put in a rule to prevent a Cleveland owner from continuing to do this. The Stepien Rule. What does that nut in Berea have up his sleeve now?
