@BjCruickshank If it's broken then it was built broken, since this has always been the case in the UK (including pre-union scotland where instead of a cabinet you had a privy council and instead of a pm you had a chancellor)

@Alexarmstrong Its because the rules date back to the days when parliament was all male, and so the rules for male attire became quite specific. When women entered parliament no equivalent rules were set out, and female attire was guided by the vague principle of "business-like".
