"Domestic taxpayers" cannot and do not own "public property", property rights can only be established by *individuals* homesteading previously unowned scarce resources, contractual title transfer of justly aquired property, gift, and restitution. The state owes taxpayers restitution for the money & other property stolen from the population to produce public goods and enforce public rules, including borders. Under libertarian ethical norms, it must be the case that public property and state borders are in fact unowned and subject to the same rules as all other unowned resources, and definitively NOT contradictory norms such as collective taxpayer ownership where decisions over how to use a scarce resource are heterogeneous and conflict generative. The only solution consistent with libertarian principles of justifiable action is privatization. State management of private property "as if it were privately owned" is a contradiction due to the subjectivity of values and the divergent interests of individuals.
