People don't engage with Penguin as they should just because he isn't "clinically insane" like most bat-rogues but he is as interesting and complex as any other

@BatmanRouges I do like that he's basically the last "normal" mob boss in Gotham, but I think that's what makes doing a story about him so difficult. You have to justify why a regular mob guy is giving Batman so much trouble when he deals with much more absurd shit every day.
