A principal's observation of instruction is not 100% accurate. Not just b/c we have biases plus limited awareness and knowledge. Also b/c our very presence influences the teaching and learning in a classroom. This is why better evaluation systems start with the observed.

@ReadByExample No one can observe/record what someone is thinking. Teaching is a thinking person's job. We can ask afterwards, however 💯s of other decisions are made after that point in time, so we can not expect it to be accurately recalled. Only teachers know what they are 🧠 at that moment.
