Nigerian rapper Scooby Nero boasts of owning multiple RDPs which he rents out to South African families Nigerian-born rapper, currently living in South Africa for over a decade Scooby Nero has claimed on social media that he owns multiple RDP houses in South Africa and rents them out to local families. RDP houses are government-built homes provided under South Africa’s Reconstruction and Development Programme (RDP), a policy introduced in 1994 after apartheid.They were meant to give poor and previously disadvantaged South Africans access to basic housing, especially people who had been denied property ownership under apartheid. These houses are typically small, free-standing units built on serviced land, and are given free of charge to qualifying beneficiaries, usually low-income citizens who have never owned property before. The artist, whose real name is Chibuzor Nelson Nwankwo, has been living in South Africa for several years and built a name for himself in underground hip-hop circles, particularly in the Eastern Cape and Gauteng. In a now widely shared post, Scooby Nero didn’t hold back. “Nigerians done buy 80% of RDP houses finish. Your parents pay rent to me, while you are threatening me on Facebook. I am about to evict your family,” he wrote. Scooby Nero later doubled down, claiming his comments were a response to ongoing hate directed at Nigerians living in South Africa. He suggested he was being targeted unfairly and lashed out at critics, framing the issue as part of a broader wave of xenophobia. @ClaysonMonyela @AdvoBarryRoux Renting is not prohibited, one can’t sell or ‘alienate’ their property in the first 8-yrs. Renting your property doesn’t equate to alienation. Also, after 8 years of transfer, you don’t need written consent to sell as Deeds office sees that the pre-emotive period lapsed.

They have either bought them from a South African or renting it. You say in case of a sale @CityTshwane must approve, I wonder if this is happening.

This is unlikely to be true. You can sell an "RDP house" only if you have lived in it for at least eight (8) years & possess the original title deed. Selling before this period is illegal & won't go through. First Right of Refusal: The law (Section 10A of the Housing Amendment Act) requires that you first offer the house back to Gov/Municipality before selling to a private buyer. Written Consent: If you sell after 8 yrs, you must still obtain written consent from the municipality.  Important Warning: Renting is Prohibited: Renting out an RDP house for profit is strictly illegal at any time & can lead to losing the home. Scam Risks: Avoid "informal" sales where the title deed is not transferred. Without a legal transfer, the house still legally belongs to the original owner, leaving the buyer with no legal protection.
