Part of “managed decline” is ugliness, decay, dilapidation, things being generally unkempt. This goes for basic infrastructure, like streets, sidewalks, sweets, public buildings and infrequent to nonexistent trash pick up. It also goes for public spaces, parks, town squares, monuments and statues (whether tearing them down or allowing dirt and filth to accumulate), fountains, both to beautify and to drink from. It hurts the heart to see it.
